The Humanitarian Legal Assistance Foundation, Inc. (HLAF) is a non-government and a non- profit organization founded in 2001 that envisions a world order founded on the universal respect for human rights, especially for the right and freedom against arbitrary and unjust imprisonment, in all its forms. It specifically focuses on the protection of the rights of persons deprived of liberty especially those who are most vulnerable sector of the society such as the children, the elderly, the women, the sick and people with disability.
VISION: The Foundation aspires to help create a world order founded on the universal respect for human right and freedom against arbitrary and unjust imprisonment, in all forms.
MISSION: The Foundation seeks to put an end to the phenomenon of unjust and inhuman detention, especially of women and children, wherever it is found, through direct legal action and policy advocacy.
GOAL: The Foundation aims to secure the immediate release from prison of persons, especially children and women detained for a period of equal to or longer than the imposable for the
offense with which they are charged, wrongfully accused and jailed persons, and those sufferings from any form of inhumane and unjust detention.
To work for the passage of laws and changes in the system that will respect, protect the right of persons in detention especially of women and children.
HLAF currently conducts three main programs: Jail Decongestion (JD) Program, HLAF Center for Restorative Action (CRA) Program, and HLAF Program for the Reintegration of Ex-Detainees (FRED). The foundation also advocates and works for the proper implementation of the juvenile justice and welfare act. HLAF is mainly supported by the MCKS Charitable Foundation and by generous individual donors.
